The child is Dominican by birth;there is no need to apply for citizenship. The child's birth certificate is his/her proof of citizenship. (the same applies to SosuaJoe's case, if the child was born in the DR after his naturalization)

According to Art. 3 of law No. 1683 your wife, being married to a naturalized Dominican, has the right to apply for Dominican citizenship as long as she resides in the country at the time of the application. The only requirement is an authorization from your part, unless she can justify that the law of her country of citizenship does not require such authorization in order to obtain a second nationality.
On the other hand, Art. 4. states that "the children of a naturalized man acquire their Dominican citizenship automatically (
de pleno derecho)". There is some paperwork needed.
