Here in Samaná we now have overcast skies with a few sunny intervals, wind is light.
Yesterday we went to pick up someone at El Catey around 9 p.m. and there were several fallen trees on the mountain road between Las Terrenas and Sanchez.

Reports of many children died in the flood during the night. Reports also that many prisoners died at the prison Rafey in Santiago from the flood waters.

Today Santiago woke to a real disaster and it will get worse as the flood waters go down the Yaque River./
So far there have been 5 confirmed deaths directly attributed to the flooding! channel 29 has some dramatic footage.

What makes me mad as hell is the fact that there are ways to avoid this mess.
1) the famous siren of the Tabacalera...this can be heard all over town,especially in those areas most affected by the flood. A siren at 12:30 at night will get people's attention.
2) there are three main cell phone providers that can reach millions. I get spam from Orange all the time. Have them send text message to the whole country!!!

This is so stupid....hooray for PLD and Leonel, another disaster totally avoidable.!!!

Is this part of Santiago, or the outskirts of the city ? Those houses look to me to be in the valley, just by the river. How are they allowed to build there ?

This is a real tragedy. While some of the homeowners in the area should know better than to build in these areas, the real culprit is the government who will not enforce the "no construction" zone in a well documented floodplain like the Yaque River. Such incredible incompetence and amoral behavior.

Andrew:
Most of Don's pictures are of Bella Vista, the south side of the Yaque River over the main bridge.
This area is certainly inthe Yaque flood plain, but it has been 30 odd years since any significant flooding.
the release of 5000 cubic meters per MINUTE (a correction) bu the Taveras Dam was the direct cause of this disaster. NOBODY knewthe water was coming!!!

And no legal recourse...
